BKV Group told the Verona Township Council their subject‑matter expert role is to validate the existing program, confirm operational priorities, and remain involved through construction and bidding so that planning decisions carry through to the built project. Mark Manetti explained the DC practice will manage the engagement and Paul Michel said BKV's national experience yields useful pattern recognition for police and combined facilities.
"We're bringing the full full breadth of of public safety expertise," Mark Manetti said during the presentation, stressing integrated interiors and engineering support to avoid later operational problems. The firm highlighted recent projects — a Montgomery County net‑zero police facility and a budget‑constrained Spotsylvania County expansion — to illustrate approaches for tight sites and limited budgets. Council members pressed the firm on New Jersey experience, on‑site visits and whether travel and reimbursables were included; BKV said programming workshops would be in person and some construction visits were included in their fee scope.
BKV recommended early programming verification, touring existing facilities, and quick master‑planning of multiple site options so the council can compare operational, cost and compatibility tradeoffs. The presenters emphasized that SME work should inform, not supplant, the township's architect of record (Solutions Architecture).
