Resident engagement and controlling life‑cycle costs were front of mind throughout the evening. One member of the public, Kate Partweig, said: "This is 1 of the largest capital investments that Verona will make," and asked how the council would evaluate the three firms and whether the rescue squad would be included in program review. Council members repeatedly asked the firms how they would limit scope creep, conduct on‑site programming workshops, and test alternate parcels so the council could present a fiscally defensible project to voters.
Each presenter described a similar three‑phase SME role: program validation, design review for standards and operations, and continuing involvement through bidding and construction to preserve operational intent. H2M emphasized a local presence and integrated civil engineering ability to address site constraints; BKV highlighted national public‑safety pattern recognition and operational planning; Tekton stressed iterative site test‑fits and separating response circulation from public access to improve safety and reduce unnecessary square footage.
Council members said they will weigh technical expertise and cost discipline alongside public acceptability when they vote to select the SME at their next meeting on August 3. The council adjourned after making time for public comment and a final statement from the mayor confirming the next procedural steps.
