Council approves preliminary 2025 budget and levy certification to county

City staff presented the 2025 preliminary budget and proposed levy for certification to the county. Staff said estimated tax capacity for 2024 was about $4,175,000 and that capacity for 2025 currently estimates about $3,823,000, a drop of roughly $352,000. The packet showed an expenditure-change percentage near 22% and staff described the proposed levy as preliminary: "This is only preliminary. It's not final. We can only decrease from here," staff said.
Council moved to accept the preliminary levy so the city may certify it to the county; the motion passed 5-0. Council members cautioned that the levy rate could change as final numbers are confirmed and highlighted the need to watch capacity and clerical accuracy before final adoption.
