Committee advances bill to set temporary rules for newly seated county commissions

The Cities & Counties subcommittee on Feb. 4 advanced House Bill 14 88, a measure sponsored by Chairman Moon that would make the local rules in effect when a new county commission is seated the temporary rules for that commission for 90 days. During the 90-day window the newly seated commission could adopt, readopt or amend the rules by majority vote; thereafter, the rules would be permanent and subject to amendment only by a two-thirds (0.667) vote. The sponsor also designated the latest edition of Robert's Rules of Order as the parliamentary authority for county legislative bodies.
Chairman Moon described the change as a way to provide an orderly transition for newly seated commissions and to set a clear parliamentary standard. The committee called the question without extended discussion; the clerk announced 7 ayes and 0 nos and the bill will move to the state and local full committee.
