Amendment adopted; panel advances bill barring municipalities from penalizing retailers for recovered grocery-cart thefts

Vice Chairman McCallman moved an amendment (drafting code 012981) to House Bill 15 14; members approved the amendment and then considered the amended bill.
"What House Bill 15 14 does is simply say that a municipality cannot take punitive action against a retailer for a theft of a grocery cart that is, taken off the parking lot and picked up by the city 3, 4 blocks down the road," Vice Chairman McCallman said, describing the intent as preemptive language to prevent a problem other states have faced. The sponsor emphasized nobody is currently doing that in the state but the bill would prevent future punitive municipal action.
The committee voted 6–0 to advance HB 15 14 as amended to the next available calendar.
