Representative Hicks told the subcommittee HB 17 20 would let county legislatures decide by majority vote whether planning and zoning for property inside an urban growth boundary and not annexed should be handled by the county rather than the regional body.
"House Bill 17 20 will allow county governments to take back the authority of planning and zoning inside the urban growth boundary if the property is inside the county and not annexed by municipality," Representative Hicks said, adding that nothing in the bill prevents annexation under existing law.
Members asked about circumstances such as subdivisions and cul-de-sacs where city standards may differ; Representative Hicks said cities retain the choice to annex and noted that post-development annexation is rare under current law. The committee voted 6–0 to move the bill to the next available calendar.
