Debbie Elmore, the legislative liaison who joined the committee by phone, explained the association's review and voting timetable and how local resolutions become part of the association's legislative priorities.
"So we, starting in March, we invite, school local school boards to submit resolutions, to the Association for consideration, legislative resolutions, which eventually are voted on by the membership," Elmore said. She said approved resolutions guide the association's lobbying staff when deciding whether to support or oppose bills filed at the state legislature.
Elmore detailed the internal review process: resolutions that a local board approves go to the association's legislative committee in early July, that committee can approve them for the association's full board in August, and the membership votes at the delegate assembly late in the year. She emphasized the association does not draft bills but helps set advocacy direction based on member-approved resolutions.
Committee members used the explanation to weigh whether to route the draft equitable-testing resolution through the association or pursue other legislative routes; the committee ultimately accepted the draft and will forward it to the full board.
