DeHoyos said June guidance clarified that an 85% pass-through rate applies to relevant funding and that the district will request a waiver from the Texas Education Agency to honor previously negotiated MOUs for existing collaborative partners. On enrollment, she reported a 10.7% increase in prekindergarten enrollment (78 students) with 13 families participating in the district's tuition-based option last year: "We had 13 families, EMS ISD families participate in the tuition based program."
Board members asked about seat availability and staff confirmed that eligible students are seated first and tuition seats for ineligible staff or community families are offered afterward based on availability. The board later approved the waiver as an action item.
