HDR Architecture representative Mr. Talley briefed the Comal County Commissioners Court on a high-level feasibility study for court facilities and support departments, focusing on the 3150 site near Loop 337 and Interstate 35. Talley described a phased approach that would move district courts and court support functions to a new tower and renovate existing buildings for backfilled uses; he said the initial phase would accommodate current caseloads and allow room for future courts.
“We're projecting it to a 2045 need, a little over 200,000 square feet,” Talley said, describing the scale of initial construction, and added that the phase 1 tower could include “12 courtrooms” with secure connections to the jail to reduce vehicle transports of defendants. Commissioners pressed on phasing, growth positions and funding; one commissioner said there was urgency in securing financing and warned that delay would push crowding into the future. Talley said HDR will produce a cost estimate in roughly 3–4 weeks and anticipated a design/permitting period and a multi-year construction schedule for the first tower.
