Subcommittee restores annexation option allowing two-thirds property-owner approval

Chairman Williams told the subcommittee that House Bill 11-76 restores a previously sun-set statutory exception allowing annexation by a supermajority of property owners rather than a referendum. Under the proposed change, annexation could proceed when two-thirds (0.667) of property owners in the covered parcel set vote to be annexed; the sponsor said the provision is limited to up to nine parcels and would save local governments the expense of elections.
"This would allow for annexation as long as 0.667 of the property owners voted to be annexed," Chairman Williams said. Members had no questions and the committee voted 5-0 to move the bill to the next State and Local Government calendar.
