LACSD staff outline CIP progress and plan to phase out asbestos-concrete pipeline

Field Operations Manager Nathan Porter reported that approximately 65% of the distribution pipeline is asbestos concrete (AC). Staff said visual inspections often show imprints still present on AC sections and that the District plans to phase out AC segments over time. Porter noted Q3 included three water-main leaks (with other leaks in service lines, hydrants and laterals) and that 338 feet of new sewer pipeline was replaced; he identified the Golf Course AC main as a likely future capital project candidate.
Porter summarized system condition and emphasized competing mandates that require balancing priorities when scheduling replacements.
