Comal County commissioners approved a procurement and budget amendment Aug. 22 to hire HDR Architecture for a feasibility study of courtrooms, justice-related offices and several county support departments.
County staff said the package covers a budget amendment (roughly $200,000) to fund a feasibility study and an order granting a discretionary exemption to procure HDR Architecture's professional services. Staff described the study scope as assessing the need and costs for additional courtrooms, jail expansion, tax-assessor/collector and elections offices, an IT office building, and remodels of existing annexes; staff recommended a contract not to exceed $199,787 and a timeline aiming to complete the report by October. The court approved the line-item transfer, the discretionary-exemption order and the professional-services agreement and authorized the county judge to sign.
Commissioners said planning for long-term facility needs is prudent and moved to approve the items so planning can proceed. Purchasing and HDR will follow the study timeline and return recommendations to the court as appropriate.
