Comal County approved two contract amendments for the Goodwin Annex project on Sept. 5: an owner's contingency of $1,000,000 controlled by the county for future scope changes, and a $58,425 advance to allow the contractor to order a long‑lead elevator component.
Project staff described existing demolition and fencing at the site and recommended both amendments to keep the schedule moving and to secure long‑lead items. "The sort the 1st amendment is to add an owner's contingency to the project of $1,000,000," project staff said during the presentation; they added the $58,425 advance will allow the county to order the elevator now while performance bonds ensure work completion. The court approved both amendments on a motion by Commissioner Webb with a second from Commissioner Crownover.
County staff said the contingency will be used at the owner's discretion for scope changes and that the second amendment adds terms required by the American Rescue Plan Act for the agreement.
