Summary

Comal County Commissioners on Sept. 5 adopted a property tax rate of 0.264230 per $100 of valuation and voted to ratify a property tax increase reflected in the county's approved 2025 budget.
Commissioner Eccleston moved to adopt the rate, which the court approved by voice vote. County staff told the court the recommended rate is consistent with the calculated "no new revenue" rate for the 2024 taxing year and that the budget adopted earlier uses that rate. Staff clarified the increase reflected in the 2025 budget is due to new properties and new value added to the tax rolls, not a higher tax on existing properties.
"I move to adopt a property rate of 0.264230 per $100 evaluation," Commissioner Eccleston said during the meeting. The court then voted to ratify the property tax increase reflected in the 2025 budget; officials explained the phrasing is intended to show the county will collect more dollars in 2024 because the tax roll includes new properties and improvements.
County officials said the rate decision was made as part of the budget process and followed state-required calculations. The court adopted Order No. 530 to formalize the tax rate and approved a separate action ratifying the property tax increase reflected in the budget.
