County officials back bill requiring cities to show financial impact studies before annexations

Representative Fritz said HB 24,19 would require municipalities seeking annexation to submit a financial-impact study to the legislative body of the affected county and obtain that county body's approval before proceeding. "The legislation requires municipalities to submit the following to the legislative body of the county being affected by the proposed annexation: a financial impact study detailing the short and long term effects of the proposed annexation on county infrastructure, public services... and a statement of financial viability," she explained.
County officials from Williamson County testified in strong support, arguing that county commissions are responsible for countywide services—schools, roads and public safety—and that annexation decisions without county approval can create unfunded fiscal burdens. Lisa Hayes, a Williamson County commissioner, said the bill would strengthen collaboration and transparency in a region experiencing rapid growth. The committee voted to advance HB 24,19 to the State and Local Government calendar.
