The ordinance, offered by Council Member Carlton M. LaFrance, Sr., cites concerns that an influx of RVs and RV parks has strained infrastructure—particularly water and sewer—and affected residents' quality of life in the southern part of the parish. Exemptions include previously conditionally approved final permits, renewals, and narrow Ironton-family residency exceptions. The ordinance passed with YEAS recorded for all present council members; Council Member Patricia L. McCarty was absent.
