Multiple residents and HPCA representatives spoke during audience comment to request a joint workshop and advance engineering for a proposed multi-purpose building. Gary Farley, representing HPCA, said the HPCA will spend an estimated $15,000 for engineering drawings for underground utilities and a site plan needed for Southwest Florida Water Management District permitting. "As soon as the engineering is complete, it will be submitted to the CDD," Farley said.
Chair Kathleen Lonergan cautioned that the CDD does not yet have the information necessary to pursue bonding or private financing and said, "As a resident, she sees the need for a new building, but the CDD needs more information about the scope of the project and the cost before supervisors can make funding decisions." District Manager Chuck Adams described options for CDD participation: the CDD could finance horizontal infrastructure (sidewalks, curbs, gutters, drainage, water and sewer) but must avoid funding "vertical" infrastructure that creates a destination if tax-exempt financing is used. Adams explained that the Internal Revenue Code raises public‑access considerations for tax‑exempt financing; taxable financing would be an alternative that avoids the same restriction but typically costs more (he cited roughly 200 basis points of savings for tax‑exempt borrowing).
The board consensus was to designate Supervisor Stephen Putman as the CDD liaison to the HPCA Fitness Committee; Mr. Adams emphasized that only one board member may serve in that liaison role to comply with Sunshine Law restrictions. Mr. Adams also outlined procurement considerations: the process for sealed bidding would be required at approximately $470,000; for smaller amounts the procurement process may be shorter. The board and residents agreed to continue discussion and to place the matter on a future agenda once engineering and permitting information are available.
