Henry County supervisors approve Bassett planning grant, sheriff equipment and multiple contracts

Henry County supervisors on July 28 approved a series of appropriations and contract awards covering community planning, public safety equipment and county technology services.
County staff told the board the county received a $75,000 grant from the Virginia Department of Housing and Community Development to fund a preliminary engineering report for the Bassett Community Center and to develop reuse plans for the facility. The board approved the additional appropriation by voice vote.
Separately the board approved sheriff’s office spending from state asset forfeiture funds to purchase ballistic vests and to award an $89,066 sole-source contract to Angel Armour LLC for those vests. The board also approved an order contract of $390,280 to purchase replacement patrol and response vehicles from a Ford dealer and a $75,758 award to procure voting supply cabinets for the registrar’s office. All of these motions were approved by five affirmative votes with one member absent.
The board also approved a contract to renew Microsoft Office 365 licensing. Staff presented a contract figure in the packet and described a recommended award and future renewals; at the public meeting the motion as introduced referenced a different dollar amount in the motion text than the amount shown in staff materials. County staff amended the motion on the floor and the board approved the award as amended. The contract and the staff memo state the purchase is included in the FY2027 budget and that a portion of the cost will be reimbursed by the public service authority.
Why it matters: these votes allocate state and budgeted funds toward community facility planning, public safety readiness and core county IT services. Several of the procurements rely on existing budget authority and were presented as routine items in the county packet.
What’s next: procurement documents and award contracts will be executed by staff; the Bassett Community Center planning grant requires West Piedmont Planning District Commission oversight and the county will serve as fiscal agent for the grant.
