Residents and stakeholders, including Tom George, Judy Spiegel and others, urged the Board to preserve the wetlands for their hydrologic and habitat value and to evaluate traffic impacts on International Golf Parkway.
After discussion about internal trip capture, acreage discrepancies on the proposed MDP map, mitigation credits, and stormwater design, a motion by Commissioner Ann Taylor, seconded by Commissioner Krista Joseph, carried 3–2 (Yeas: Taylor, Joseph, Murphy; Nays: Arnold, Whitehurst) to deny the modification based on seven findings of fact in the staff report. The applicant’s attorney requested Board consensus to waive Article Nine’s prohibition on resubmission; no consensus was provided.
The denial preserves the existing PUD conditions and requires the applicant to either revise the proposal or pursue other available procedures if they choose to return to the Board.
