The Board voted 4-1 on April 21 to enact Ordinance No. 2026-10 approving PUD 2025-04, Spencer Plaza, rezoning approximately 3.11 acres from Open Rural to Planned Unit Development to allow a maximum of 45,000 square feet of non-residential uses. Justin Clark, representing the applicant, presented the request and four requested waivers.
Commissioner Krista Joseph was the lone dissenting vote. The Planning and Zoning Agency had recommended approval at a prior hearing. The ordinance approval includes the listed findings of fact and applicable conditions in the staff report; the applicant also waived certain rights to develop under the Live Local Act as part of the application record. No public comment was recorded at the Board hearing.
