Utility Chief Engineer Terry Shoemaker presented the policy background and the white paper that informed the proposed changes. The Board voted unanimously to adopt the ordinance, which staff characterized as aligning county code with state law and improving affordability and homeowner participation in septic‑to‑sewer conversions.
