Town staff and board members expressed concern about performing temporary repairs before a federal declaration and whether FEMA would reimburse work done prior to a declaration; they agreed to consult FEMA contacts and the State Flood Recovery Officer about reimbursement rules and to coordinate with the contractor and excavator operator about site access and permits.
