Council approves exemption allowing Mill Point Subdivision to omit sidewalks

The Ashville City Council voted 4–1 on June 15 to approve Ordinance 2026-005, granting the Mill Point Subdivision an exemption from the city’s sidewalk requirement. The Planning Commission had recommended denying the request; Mayor Derrick Mostella told the council he favored granting the exemption and asked members to consider the ordinance under suspension of rules.
During the public hearing, developer Brian Camp told the council his firm "have built several subdivisions including Edgewater farms in Moody that has no thru traffic and 70 homes, and they did not include sidewalks." Planning Commission member Alison Patten countered that sidewalks are "a better environment" and, speaking as a parent and pet owner, said they are important "for walking the neighborhood and safety." Resident Baisha Woody said it is "unsafe for kids with no sidewalks." After discussion, Councilmember Edward Roscoe Lane moved to suspend the rules; the motion carried on a roll call. Councilmember Lane then moved to approve the ordinance; Councilmember Robin Bowlin voted no and all other members voted yes, approving Ordinance 2026-005.
The ordinance approval means the Mill Point plans submitted by Brian Camp and Lyman Lovejoy will move forward without the standard sidewalk installation; the Planning Commission’s recommendation to deny the omission was not adopted by the council. The council did not attach further conditions in the motion on the record.
