The Payson City Council voted July 1 to adopt the Payson Downtown Gateway Area Plan as an amendment to the city’s General Plan. Senior Planner Anders Bake presented the plan as a new area plan that evaluates existing conditions, economic projections, conceptual land uses, a gateway district site plan and a historic district overlay framework.
Councilmembers emphasized design quality and implementation constraints; Councilmember Brian Hulet requested that restaurants be permitted in mixed-use areas and asked staff to remove sales-tax incentive language from the plan. The council approved the ordinance on the condition those edits be made, with a roll call vote of the members present.
