Sperry trustees declare emergency, approve up to $7,000 for repair at 2nd and Main

The Board of Trustees of the Town of Sperry declared an emergency at an emergency meeting on Jan. 21, 2025, and approved expenditure of up to $7,000 from the Community Enhancement Fund to pay Tulsa County to repair a large hole in the concrete drainage culvert and the adjoining roadway at the corner of 2nd Street and Main. The declaration and funding motion passed unanimously, with trustees David Cassidy, Patrick McCotter and Mayor Robert Morton voting yes.

According to the minutes, Mayor Robert Morton moved that “the board finds that an emergency exists involving possible injury to persons or injury and damage to public or personal property or immediate financial loss when the time requirements for public notice of a special meeting would make such procedure impractical and increase the likelihood of injury or damage or immediate financial loss.” The minutes record a separate motion, made by Trustee Patrick McCotter and seconded by Trustee David Cassidy, to approve the expenditure not to exceed $7,000 and authorize Tulsa County to complete the repair. The meeting convened at 6:06 p.m. and adjourned at 6:10 p.m.

The repair is described in the minutes as work to “repair the road and concrete drainage culvert at the corner of 2nd Street and Main due to a large hole in the concrete drainage culvert,” and the funding source is named as the Community Enhancement Fund. The minutes do not specify a timeline for when Tulsa County will perform the work or provide further cost breakdowns. The minutes were later approved by the board on Feb. 13, 2025.
