Orange County Legislature approves series of bond resolutions for bridges, roads, buildings and facilities

The Orange County Legislature approved a package of bond resolutions on March 5 authorizing debt to fund a range of capital projects across departments. Major items included a $763,000 bond authorization for bridge rail upgrades, a $300,000 authorization for county road improvements, and a $2,600,000 highway reconstruction project of which $2,100,000 is expected from the State and $500,000 would be bonded by the county.
The Legislature also authorized an additional $1,000,000 for replacement of Crystal Run Bridge No. 2 in the Town of Wallkill (bringing the estimated maximum project cost to $1,337,000), $1,500,000 for improvements to the Maple Building parking garage, and $2,000,000 for design and construction at the Orange County Advanced Training Facility. Smaller bond actions included $50,000 for ADA improvements at county facilities, $150,000 for building equipment replacements, and $50,000 for asbestos and lead removal. Each resolution delegates implementation and financing mechanics to the Commissioner of Finance and the County’s fiscal officers and contains statements about the periods of probable usefulness under New York Local Finance Law.
All bond resolutions passed by recorded unanimous votes (Ayes 20; Absent 1). The resolutions state the county may advance funds on an interim basis and later reimburse with bond proceeds; several projects were classified as Type II or not subject to SEQRA, while others were addressed with appropriate environmental findings.
For example, the bond resolution authorizing bridge rail upgrades states an estimated total cost of $763,000 and authorizes issuance of $763,000 in bonds to finance that appropriation. The Legislature’s action will allow departments to move forward with procurement and construction phases subject to standard county controls.
