On June 15, 2026, the Fremont Planning Commission rejected a zoning change request by Mitch Sawyer of Quad County Property Management to rezone property in Washington Heights 6th Addition (Lots 6A through 10B, Block 1) from R-1 (Low Density Residential) to R-2 (Low/Medium Density Residential). Planning Director Jeffrey B. Ray, AICP, presented the staff report and recommended approval.
During the public comment period three speakers opposed the rezoning. Gloria Frigga, a resident, spoke against the proposal and submitted a document into the record; the commission voted 9-0 to receive the submission during the hearing. After the hearing, Chair Stan Darling moved to approve the rezoning and Commissioner Landholm seconded. The motion failed 2-7: yeas — Commissioner Landholm and Chair Stan Darling; nays — Commissioners Sawtelle, Carlson, McKay, Ortiz, Nielsen, Jaeger and Einspahr.
The decision preserves the property's R-1 designation. No further action or appeal was recorded in the minutes for this meeting.
