RECAP officials brief Orange County task force on 'The Housing Imperative'

Charles Quinn, chief executive officer of Regional Economic Community Action Program, Inc. (RECAP), and Michele McKeon, RECAP’s chief operating officer, presented "The Housing Imperative" to the Orange County Housing Task Force on Feb. 24, outlining RECAP’s services, geographic reach and staffing.
Quinn said RECAP was established in 1965 and has served Orange County for 60 years, with offices in Middletown, Newburgh and Port Jervis and nearly 200 employees. The presentation covered RECAP’s program areas, including permanent supportive housing, CoC-related work and the agency’s NOFA update. The presentation emphasized RECAP’s role in connecting housing with social-determinant services.
The presentation included client counts and program examples intended to show the breadth of RECAP’s housing work and the length of project timelines. Quinn cited development timelines by noting a Newburgh Empire State Supportive Housing Initiative (ESSHI) studio project that first received a grant in 2018. McKeon highlighted RECAP’s partnership with the county Department of Community Development as critical to completing lengthy projects.
Chairwoman Genesis Ramos thanked RECAP for the briefing and said the task force will continue to work with RECAP and county partners to explore more direct approaches to expanding housing supply. The committee did not take a formal vote during the presentation.
