Payson City Council voted unanimously to adopt the downtown gateway area plan into the city’s general plan after a staff presentation that traced the plan’s development back to August 2023 and described extensive public outreach.
Planner Anders summarized key revisions: clearer land-use definitions, removal of high-density residential in favor of mixed use, limits on building heights (primarily two stories), and identification of trigger sites for early implementation. Anders also noted the city received a MAG grant to support design and transportation work for several trigger sites, including North Main Street and several city-owned parcels. Councilors praised the public outreach and emphasized preserving the historic downtown character and mountain views.
During discussion a council member asked that restaurants be explicitly referenced in mixed-use descriptions and proposed removing sales-tax incentives, which a council amendment added to the motion; the council then adopted the plan by roll call. Staff said zoning or code changes necessary to implement elements of the plan will follow the appropriate legislative process.
