County to seek $500,000 state grant to upgrade Sugar Loaf Performing Arts Center utilities

The Legislature authorized applying for an ESD County Infrastructure Grant of up to $500,000 with a required 50% local match to fund a full-building generator, municipal water connection and fire-suppression improvements at the Sugar Loaf Performing Arts Center (SLPAC). County staff said the project would replace on-site well water and aging backup power systems.
The Ways and Means Committee on Feb. 24 authorized the County Executive and Department of Parks and Recreation to apply for a New York State ESD County Infrastructure Grant of up to $500,000 for the Sugar Loaf Performing Arts Center. The application requires a 50% non-ESD local match; the legislated match commitment would come from the existing SLPAC capital project.
Travis Ewald, Commissioner, Department of Parks, Recreation, and Conservation, told the committee the project would extend a municipal water main into the facility to provide potable water and improve fire suppression and would also fund a whole-building generator. Ewald described current systems: “right now the water is from an on-site well” and there is no building-level backup power, only battery-powered emergency exit lights. Legislators questioned how MBE/WBE participation requirements in state grants are implemented; Ewald said grant language is inserted into bid documents to require documented contractor outreach and participation.
