Council approves agreement allowing Beaver Valley Hospital to hold Mapledale license so Rocky Mountain Care can access Medicaid UPL funds

Payson City Council unanimously approved an agreement permitting Beaver Valley Hospital (a municipal hospital owned by Beaver City) to hold the state health-care license for the Mapledale skilled-nursing facility while Rocky Mountain Care continues day-to-day operations.
Travis (staff) explained the change is driven by Medicaid financing rules: under Utah Code 10-8-90, municipalities that participate in the Medicaid upper payment limit (UPL) intergovernmental transfer (IGT) program must enter an agreement if a municipal hospital holds licensure for a facility in another city. He said Payson assumes no liability under the agreement, may terminate it at any time and expects no fiscal impact because Payson will not provide funding, staffing or resources. "The benefit is that it provides a service that people need," Travis said.
Councilors asked whether the arrangement would affect nearby Mountain View Hospital; staff reported they had discussed it with a Mountain View representative and that Mountain View was not interested in participating in skilled nursing. The motion to allow the mayor to sign the agreement passed by roll call.
