The council approved a resolution authorizing a reimbursement agreement with Patterson Homes LLC for upsizing public water and pressurized irrigation lines in a new subdivision at the south end of the city.
Brandon (staff) told the council the upsizing was required by state law and that project costs are already accounted for in the city's impact-fee program, which staff said will reimburse eligible developers. "They'll get paid back in October," Brandon said, explaining the administration plans to prioritize impact-fee spending annually rather than hold a multi-year balance. Councilors discussed impact-fee timing and project prioritization; the motion passed by roll call.
Staff said the city intends to use the impact-fee prioritization method used by nearby jurisdictions to ensure timely reimbursement while preserving compliance with the six-year window for impact-fee use.
