Potter County awards $760,856 ARPA-funded ERP implementation to Harris CitySuite

County IT and finance staff recommended awarding RFP 1253-24 to Harris (CitySuite) to replace Potter County's legacy ERP system. County staff said CitySuite offered the best value for data migration, fixed-asset handling and operational reporting.
"For the 1st 2 years, the total for implementation and the annual cost will be 760,856, and that will be paid for out of ARPA," staff said. Commissioners voted to award the contract and requested periodic updates on implementation and training plans.
Staff said post-implementation costs would be approximately $142,000 per year and that the ARPA funding would cover the initial conversion and implementation phase. The county will manage training via a train-the-trainer approach with department leads.
