After the ordinance discussion the chair moved the meeting to emergency planning: "Let's move on to the emergency response plan," he said. Council members asked for a clear standard operating procedure that lists who to contact, the call chain for utilities and public works, and thresholds for immediate action.
Members noted the current accepted-bids list lacks prioritization and requested a tabulation that shows rankings, hourly rates, equipment prices and contacts to speed procurement during an emergency. The clerk explained the town’s existing itinerant business license rules and noted emergency ordinances and SOPs exist but should be updated and harmonized.
The council also confirmed an in-house approval threshold: "There is a threshold also that in house can approve before it has to go to council, which is 5,000," a member said during discussion, prompting agreement that routine small repairs can be handled administratively but larger expenditures should follow council review. Members asked staff (Candy and Sandy were named as points of contact in the discussion) to update SOPs with clear urgency levels and decision delegations and to return with the improved bid tabulation and an updated emergency-response draft.
