Developer says Mena Creek project would fund regional lift station, water extensions and substation

Applicant representatives told the commission the Mena Creek annexation contains elements intended to address regional infrastructure needs.
Randy Smith said the developer hired the city's engineer for utility studies and asserted a proposed regional lift station "will cover 3,162 units," while the immediate project would include about 600 of those units under the plan. He said the developer plans to extend culinary and pressurized irrigation lines to SR 198 to add redundancy for nearby developments and to accommodate the wider area's growth. Randy also described a planned power substation and said the city has a contingent agreement to purchase part of land needed for the substation "contingent on this annexation."
Randy told commissioners the off-site improvements alone amount to roughly $10,000,000 and said Fieldstone is willing to negotiate the master development agreement. Brent Bateman, attorney for Fieldstone, acknowledged negotiations are ongoing and urged commissioners to allow further work rather than a final denial. Commissioners and staff, however, said more precise commitments and language were required before a recommendation to city council.
