Chris (S16), who oversaw the procurement, said two general contractors attended the mandatory pre-bid walkthrough and one bid was noncompliant. He recommended awarding the contract to the compliant bidder and explained that construction would be staged to avoid daytime disruptions, using negative-air machines and night/weekend work when necessary. "They are going to come in, remove the rails and relay them and set them straight and level and patch them all back in," S16 said when describing scope and precautions. Commissioners moved to award the records-storage contract (funded by ARPA) and to amend the OPREX contract with the stated GMP; both motions passed 5-0.
