Potter County Commissioners Court voted 5–0 on Aug. 26 to adopt the fiscal 2024–25 budget as amended and to give county employees a 3% cost‑of‑living increase.
The court's discussion centered on whether to pay for recurring salary increases by raising the property‑tax rate or by spending down fund balance. Brandon (speaker 5) presented modeling showing the county could spend roughly $2.2 million from fund balance and remain north of an estimated $36–39 million balance next September. Commissioner discussion weighed sustainability against competitiveness for staff. "I think it would be okay to spend somewhere in 2 to 2,500,000, even maybe up to 3,000,000," Brandon said while outlining projected fund‑balance impacts.
Commissioners also directed staff to include several one‑time capital and IT items in the adopted budget as presented earlier in the meeting, including the VxRail replacement and selected leased‑vehicle buyouts. After adopting the budget, the court proposed a tax rate consistent with the no‑new‑revenue calculation (0.58496) and scheduled a public hearing and the rate vote for Sept. 9 at 9:00 a.m. in the administrative court. The chair announced the hearing date and time and confirmed the court's motions passed by unanimous votes.
