Commissioners approve 120‑day ARPA extension for Crossroads and Saint Anthony's project

The Potter County commissioners unanimously approved a 120‑day extension for Crossroads Housing Development Corporation and Saint Anthony's Amarillo 20 LP to secure a certificate of occupancy for the commons at Saint Anthony's senior living project.
John Kiel summarized the request, noting the agreements originally required occupancy by Dec. 31 and developers asked for an extension to April 30, 2025. Kiel said the ARPA committee recommended the extension and that the county attorney's office is preparing draft amendments. He read the committee recommendation to “authorize the county judge to execute written amendment to the interlocal agreements” to effect the extension. Commissioners moved, seconded and approved the recommendation.
The expanded timeline for performance remains within the allowable ARPA period; Kiel told the court the ARPA funding could run through Dec. 31, 2026 for this project. Commissioners discussed construction delays and façade work that arose as a cause of the schedule slip and indicated the county would sign the amendment once county counsel completes review.
