Steve Lapp (S3), who presented the item, said claims this year totaled roughly $267,000 and included a "pretty severe head neck injury" that drove much of the increase; on average the county had seen about a 3.3% annual premium rise over seven years, but this year's package reflects an 8.8% increase tied to payroll adjustments. "This year it's going from ... which is about an 8.8% increase," S3 said while outlining claims history and market comparisons with Texas Mutual.
S4 moved to approve the renewal; the motion passed 5-0. County staff emphasized Deep East Texas offered competitive rates after market comparisons and recommended another year on the plan given the county's claims record.
