Bristow authority approves 10-year solid-waste contract with Green Environmental after $130,000 default disclosed

The Bristow Municipal Authority approved a 10-year Contract for Solid Waste Collection and Disposal Services with Green Environmental Services, LLC on June 16, effective Aug. 1, 2025, after the company disclosed a $130,000 past-due balance and agreed to concessions to continue service.

Shawn Anderson of Green Environmental told the Authority that his company "has been in contract with the City since 2014" and that "as of right now the City is in default and owes Green Environmental $130,000.00 in past services." Anderson said prior billing practice had staff sending the company only collections rather than full billed amounts, which contributed to the balance. He said that if the new contract is approved, Green Environmental "is going to write off around $82,000.00." Attorney Beth Anne Childs described the city’s role in billing: "the city is a billing agent for them and we do not charge them. We pass it along to the customer." Childs said staff must improve stop-service notifications going forward.

The contract includes scheduled rate increases — an 8.5% increase for each of the next two years and 8.2% in the following two years — and an annual fuel-surcharge calculation with a yearly report to the city. Anderson said Green Environmental maintains a contract with American Waste that protects landfill rates. On vehicle costs, Anderson said "the cost of a new truck was $203,000.00, now to replace that truck it is about $420,000.00," and Childs said the company will allow the city to pay "a little over $49,000.00 over the course of 12 months." The 10-year agreement may be renewed for seven additional years under mutually negotiated terms.

Trustee Judd Johns moved to approve the contract; Trustee Kevin Deshazo seconded. The roll-call vote was Church Aye, Deshazo Aye, Fletcher Aye, Groom Aye, Johns Aye and Witty Aye. The motion passed.
