Applicant counsel and representatives highlighted the programmatic intent. Regan said the plan is to keep the farm as a working horse farm and to limit the facility to programmatic uses that complement UT Martin's existing equestrian and vet‑tech offerings. "This is a program as opposed to a complete college or university campus," Regan said. The commission discussed program scale and repeated that the proposal does not include overnight facilities.
The commission voted to approve the site plan; design review will consider building materials and signage and the university must secure any required state-level approvals to release construction funds.
