Under the revised terms Jessen said the city's maximum potential cash exposure would be approximately $736,000 compared with about $278,000 under the prior assumption, though staff listed in‑kind opportunities that could reduce direct cash needs: roadway excavation ($630,000), granular borrow ($700,000), untreated base ($400,000), and electrical conduit and wire (approximately $900,000). Jessen asked for informal consensus to submit the curing letter materials to the EDA within the one‑week deadline; councilmembers expressed general support.
In other operational updates, Aldo Biasi said the 200 South paving schedule had shifted by about two weeks and that the pressurized irrigation schedule remains two days per week. Dan Jessen also advised the council of red‑flag fire conditions and forecasted monsoon activity; he said the city had about 2,800 sandbags on hand and could mobilize sandbag operations with community assistance. Councilmember David Burton said, "I think we need to complete what we started," signaling support for advancing the EDA submission.
