At the end of the July 1 meeting, staff reported the city has contracted with Enoch City to provide building inspection services and act as the certified building official (CBO). Staff said the Enoch mayor has signed the agreement and the agreement awaits approval by both city councils.
Staff said the arrangement will keep permit processing on the Parowan website while inspection and CBO duties will be handled through the Enoch City contract. The city will hire a part‑time permit technician to assist with permit processing, zoning support and limited code enforcement; staff said they will introduce the new hire to the commission once recruitment is complete. “We are not replacing our building inspector, Keith. You all know that Keith left. We are we have contracted with Enoch City. Their mayor has signed it, and I gotta get it both city councils approved the agreement, but they're gonna be doing our building inspections. They will also be our certified building official, CBO, and we'll do plan reviews,” the Staff member said (SEG 352–361).
