Parowan contracts Enoch City for building inspections, to hire part-time permit technician

City Manager Dan Jessen updated the Planning & Zoning Commission that Parowan has contracted with Enoch City for building inspection services after the departure of the city’s building inspector, Keith Naylor. Under the agreement, Enoch City will conduct building inspections, serve as Parowan’s Certified Building Official (CBO), and perform plan reviews while Parowan continues to accept and process permit applications through its website.
Jessen said the interlocal agreement was approved by both city councils and is intended to maintain continuity of inspection and plan-review services. He also told commissioners the city is hiring a part-time permit technician who will help with zoning and code enforcement matters; the position falls short of the full-time planner the city had hoped to secure but represents “meaningful progress,” he said. The Commission did not take formal action on staffing; this item was an informational report from staff.
