Engineer: stormwater system reached capacity during Tropical Storm Debbie but functioned; mold complaint not clearly linked

District Engineer Charlie Krebs reported the stormwater system performed but reached capacity during Tropical Storm Debbie, noting "Parts of the community received almost 8” of rain in two or three days and the roads are designed for 5½” of rain over a 24-hour period." He said the system flowed unobstructed but reached its capacity in some locations.
A resident reported standing water coming up through a slab and resulting mold in their unit. Mr. Krebs recalled previously stated ongoing standing-water issues at that location and said he does not believe the stormwater is the cause because other units did not report similar problems. He asked Mr. Long to address the matter on the next agenda so staff and contractors can further investigate.
