River Ridge CDD approves goals and performance measures to comply with HB7013

Mrs. Cleo Adams, District Counsel Tony Pires and District Manager Chuck Adams summarized the new statutory requirement in HB7013 that special districts set annual goals and develop performance measures and standards. The board identified three focus categories for Fiscal Year 2025: Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability.
Board members approved the Goals and Objectives and Performance Measures/Standards & Annual Reporting Form on a motion by Supervisor Kurt Blumenthal and seconded by Supervisor Robert Twombly. Staff noted the initial report is due Dec. 1, 2025 and must be posted on the district website; the task was added to the Key Activity Dates list.
