Council adopts preliminary FY2026-2027 budget, treasurer explains voter-approved mills

She explained the city has three voter-approved mills (Library Operating — 3 mills; Fire Truck replacement — 5.5 mills; Fire Relief Association — up to 10 mills) that were converted to dollar amounts last year and clarified how that affects future taxation calculations.
Gene Townsend asked whether the budget represented a major change for the city’s voter-approved mills; Kelly Smith responded that mills can only increase by a percentage of growth over the prior dollar amount. The council adopted the preliminary budget with no public opposition and no recorded nay votes.
