Loami OKs municipal grocery retailer and service occupation taxes; trustees expect modest revenue

The Village of Loami Board of Trustees approved Ordinance 2026-04 on March 12 to implement a municipal grocery retailers' occupation tax and a municipal grocery service occupation tax.
Trustee Rose Mann moved for approval and Trustee Courtney Schmideler seconded; the ordinance passed on a 6-0 roll-call vote. Trustee Jay Branson asked how much revenue the village receives. Treasurer Brad Colantino said the village "receives approximately $300 per month from the State of Illinois." Colantino also said he spoke with Dallas Stephenson, owner of Town Hall Pub, who "indicated he had previously been collecting and remitting the State grocery tax and estimated the amount was around $40 per month." Attorney Anthony Schuering said the initiative originated with the Illinois Municipal League (IML).
Officials did not present a formal multi-year revenue estimate during the meeting. The ordinance creates a local tax mechanism; trustees discussed but did not change the proposed measure before voting.
The trustees approved the ordinance by roll call with Branson, Cohen, Lawson, Mann, Schmideler and Stark voting Aye. Implementation and collection will follow statutory processes; no additional fiscal notes were attached to the meeting minutes.
