Board hears NJQSAC results showing low Instruction & Program score

Interim Superintendent Dr. Peter Righi and School Business Administrator Sean Cranston presented the district’s NJQSAC (New Jersey Quality Single Accountability Continuum) results at the Rumson-Fair Haven Regional High School Board meeting on Nov. 19, 2024. The state-returned scores included Instruction & Program at 11% and full scores (100% or near) in Fiscal Management, Governance, Operations and Personnel components.
Board members were told that NJQSAC requires districts scoring below 80% in any component to develop a district improvement plan and that the process includes verification by the county office. The board packet notes that the QSAC timeline included document preparation (Aug.–Nov. 2023), county verification and a facilities site visit, with placement results received in October 2024.
The presentation materials attached to the minutes describe the five QSAC components (Instruction & Program, Fiscal Management, Governance, Operations, Personnel) and explain that 60% of the Instruction & Program component is derived from state data (assessments, attendance and graduation rate). The board did not take a formal vote on corrective steps during the meeting; future actions or any required district improvement plan were described as next steps in the QSAC process.
Board members and administrators discussed the meaning of the scores and the verification process led by the county Executive County Superintendent. The district’s packet notes that detailed QSAC documentation was submitted to NJ Homeroom on Dec. 15, 2023, and that the district completed both remote and on-site verification steps.
The QSAC presentation was given as part of the Superintendent’s Report; the board did not adopt an action at the public meeting other than to receive the report, but members were informed of the potential requirement to develop a District Improvement Plan should the district remain below the 80% threshold in any component.
