The Illini Central CUSD 189 Board of Education voted Dec. 3 to approve a waiver permitting the district to exceed the statutory limit that restricts administrative-cost increases to no more than 5% from the prior year. The motion to approve the waiver passed on a roll-call vote recorded as 4-0.
Superintendent Dr. Jennifer Durbin explained the hearing was required because the district exceeded the 5% limit: "The district saw a 12% increase for FY26 due to salary and health insurance premium increases," she said, and therefore the district submitted an application for waiver of state board rules and/or school code mandates. Dr. Durbin told the board that state procedures require a public hearing when a district seeks such a waiver.
Board member Nancy Robertson moved to approve the waiver; Dennis Hull seconded. The roll-call vote on the waiver was recorded as Boyd – aye, Hughes – aye, Hull – aye, Robertson – aye, and the minute entry states "Motion carried 4-0." Later, Brock Boyd moved to adjourn and Dennis Hull seconded; the transcript records the subsequent voice vote as carrying 5-0 and President Brian Hughes adjourned the hearing at 5:37 p.m.
The hearing record lists present board members Brock Boyd (vice president), Brian Hughes (president), Dennis Hull and Nancy Robertson; absent were Chelsey Lemme, Amilee Bradshaw (secretary) and Kent Renken. The district also recorded that no visitors, correspondence, or public comment were received at the hearing. The next regular board meeting is scheduled for Thursday, Dec. 18, 2025 at 6:30 p.m. in the ICGS Professional Development Room in Mason City, IL.
